TRANSFER OF ALL NATIONWIDE RENEWALS TO THE ISD ONLINE PORTAL

On October 14th, the Department of Justice announced that responsibility for all renewals of Irish immigration residence permissions will be transferred from the Garda National Immigration Bureau (GNIB) to the Registration Office of Immigration Service Delivery (ISD). This applies to persons residing in all counties, and it will come into effect on the 4th of November this year. However, the GNIB will still be undertaking responsibility for first registrations for applicants who reside outside of Cork, Dublin, Kildare, Meath, Limerick and Wicklow.

From 4th of November onwards, there will be no need for persons to present at the Burgh Quay Registration Office to make a residence permission renewal, except in limited circumstances where it is deemed necessary. All such renewals should be submitted through the ISD online renewals portal.

Applications for renewal made through this portal will be accepted up to 12 weeks prior to the expiry of the previous permission, to allow ample time for processing. This is also the case for applications to change stamp category. To view the progress of an online application, the applicant can visit the Immigration Services Website, where they will find live updates for online renewal applications in the processing stage.

Before permission can be renewed online, applicants must set up an ISD account here. Applicants will be required to upload digital copies of certain documents according to which immigration permission they looking to renew; a list of the required documents can be found here. If the applicant does not fall within the category of applicants who are exempt from the €300 registration fee, they must have their credit or debit card details ready in order to pay this. The list of applicants who are exempt from making this payment is as follows:

  • Applicants with refugee status;
  • Applicants with subsidiary protection status;
  • Applicants with leave to remain under Section 49 of the International Protection Act 2015;
  • Applicants aged between 16 and 18 years of age;
  • Applicants who are resident based on marriage to an Irish citizen;
  • Applicants who are the family member of an EU citizen;
  • Applicants who are Ukrainian citizens and certain foreign nationals resident in the State as a Beneficiary of Temporary Protection;

Once the online application has been processed, the applicant’s new IRP card will be posted directly to the address provided in the application.

UPDATE TO ELIGIBILTY REQUIREMENTS FOR STAMP 4

The Department of Justice have recently changed the eligibility requirements for a Stamp 4 upgrade for employment permit holders. Please note that Stamp 4 support letters are no longer required for this upgrade, and your Stamp 4 permission can be registered at your registration office.

Effective from 3rd April 2024, employment permit holders with a Stamp 1 or 1H permission who have completed 21 months of employment are eligible for a Stamp 4 upgrade at their registration office.

The eligible categories include Critical Skills Employment Permit holder, individuals resident on the basis of a Hosting Agreement as a Researcher, or a Multi-Site General Employment Permit holder as a Non-Consultant Hospital Doctor.

General Employment Permit holders can now obtain a Stamp 4 after 57 months as opposed to 60 months. This means that General Employment Permit holders do not have to apply for long-term residence to the Immigration Service Delivery and can instead upgrade their permission to a Stamp 4 at their registration office.

A significant change to this is that the time period is now judged from date of commencement of employment, rather than the date of registration of Stamp 1 permission, as it had been previously. This had been a significant issue for employees recently due to long delays in registration. Commencement of employment in the State will be determined via your Employment Detail Summary, available on revenue.ie/myaccount.

DEPARTMENT OF JUSTICE AND EQUALITY ANNOUNCES FURTHER EXTENSION OF IMMIGRATION PERMISSIONS

The Minister for Justice and Equality has today announced a further temporary extension of immigration and international protection permissions until the 20th January 2021.

This is the fifth automatic extension of immigration permissions announced and applies to permissions due to expire between 20th September and 20th January 2021, along with those whose permission was previously extended under the four previous notices since the 20th March 2020.

Minister McEntee has said that:

I am providing certainty to anyone who already holds a valid permission that your legal status in this country is maintained until 20 January 2021.

This gives you the necessary time to make arrangements with the Immigration Service in Dublin or An Garda Síochána outside Dublin to ensure that your registration is renewed in the normal way by that date. You can do so without the additional worry of falling out of permission in the meantime through no fault of your own. I encourage you to do so at the earliest opportunity.”

The notice also clarifies that this is expected to be the final extension of permissions announced.

This is a welcomed announcement which will remove much of the unnecessary worry for those whose residence permissions are expiring during the current Covid 19 crisis.

MINISTER FOR JUSTICE ANNOUNCES BURGH QUAY REGISTRATION OFFICE TO REOPEN AND EXPANSION OF ONLINE REGISTRATION RENEWAL SYSTEM

On 7th July 2020 the Minister for Justice, Helen McEntee, announced that the Online Renewal system for immigration permissions will be expanded to allow all Dublin based non-nationals to apply online to renew their immigration registration.

It is expected that this will make the renewal process easier for thousands of people every year, and significantly reduce the number of people who need to attend the Burgh Quay Registration Office in person.

The online system will be made available from 7th July 2020 for those with an urgent need to travel and who require an Immigration Residence Permit (IRP) card before they travel.

Making the announcement, the Minister stated:

“I’m very pleased to be able to announce the expansion of our online Registration Renewal System. This is good news for our Dublin based customers because it makes the whole process easier and means they can do their renewal from the comfort of their own home instead of having to book an appointment to come into the city and attend Burgh Quay. 

 Now, all that applicants have to do is complete a form online, upload supporting documents, pay the fee and then submit their passport and current IRP card via registered post. This is much easier and quicker than the previous system, where it could sometimes be difficult to get an appointment.” 

The Minister also announced that the Burgh Quay Registration Office will reopen on 20th July 2020 for first time registration. As first-time registrations require biometrics to be taken, it is not possible to for these to be done online.

Individuals who had their first-time registration appointments cancelled when the Burgh Quay office closed in March due to Covid-19 restrictions will be prioritised once the office reopens. The Immigration Service Delivery will be contacting those affected to organise new appointments.

DEPARTMENT OF JUSTICE ANNOUNCES FURTHER EXTENSION OF IMMIGRATION PERMISSIONS

The Department of Justice has announced an additional two-month extension of immigration permissions due to the Covid-19 pandemic.

This temporary extension applies to the following categories:

  • Persons with immigration permissions due to expire between 20th May 2020 and 20th July 2020, including those that were already extended under the previous notice issued on 20th March 2020;
  • Persons awaiting their first registration, having been granted permission to land at a port of entry on condition they register at Burgh Quay or their local registration office within 3 months, but who have not yet done so;
  • Persons resident in Ireland on the basis of Short Stay visas.

The notice confirms that the permissions will be automatically renewed for a two-month period, on the same basis as the existing permission and subject to the same conditions.

The notice also clarifies that international English Language Students can continue to work if they wish but that they must also re-enrol in an online course of study to adhere to the conditions of their permission.

The registration office in Burgh Quay in Dublin will remain closed and will only reopen when it is safe to do so. The normal requirements to register residence permission will not arise until the registration offices can reopen or alternative arrangements are put in place.

Non-nationals can present evidence of their last residence permission, in the form of a formal decision letter and/or the IRP card, together with a copy of the Notice, as evidence of their ongoing permission to remain in the State.
